I didn't know she was there either when I first encountered her. It seriously crept me the hell out.
For extra creepy-ness, go to the subway in the north district, walk up to the last TMV table and press A behind it. I won't spoil the message here, so just go check it out yourselves (unless you don't have the game, then go watch it on youtube.)

I'm not 100% sure either, but I assume it's the building's 2nd floor where we found the girl. It would make sense, considering she said, "You aren't the one..." which would naturally imply that she's waiting for someone. If that's the case, then the person she was trying to get in touch with never saw the message, and she was possibly murdered or killed in some way sometime afterwards, considering how she mentioned she was in some sort of danger. I'm really curious about this. What's the story behind all this? Is it even all connected? Could Game Freak have based it on a real life crime case? It's really intriguing.
